Most rescues are unable to accept strays as a good-faith effort to locate the owner needs to be made for a minimum of 10 days before a dog can be adopted when not processed through animal control.
These are the steps to take when bringing home a stray.
(Note: This is just my personal opinion on what I would do if it were me).

#1 Look for a collar.  Call the number(s) on it and return the animal to the owners. If no callar proceed to #2.

#2 Take the animal to your vet or a vet close by and have the animal scanned for a microchip. This is FREE!
If the animal is microchiped and it should be it is the law now, then call the Avid or Home again  company and tell them you have a lost pet and they will eather give your vet the owners info or they will call the owners for you. If no chip proceed to step #3.

#3 If you can feed and water the animal at home. Try to get pictures and as much info about the animal as you can, do it and write it down..
Good with kids, cats, can sit. stuff like that. Boy or girl, breed and so forth.

#4 Ask around the neighborhood if anyone is missing a animal.
Put up flyers around the neighborhood. Wait 10 days.

#5 Call a rescue or search on the web. Breed rescues or local rescues, someone can help you eather find the animal a home OR find a foster home you can take the animal to.

If the you have made a good faith effort to locate the owner by following the steps above and the owner does not reclaim the dog, most counties will consider the dog to be the property of the finder. At that time the dog may be placed in a rescue group so that a new, adoptive home may be found. If you have found a stray, be sure to keep copies of your newspaper ads, flyers and other details to prove a good faith effort to locate the dog's owner.
